Pulis nakapatay ng enforcer, sibak

TINANGGAL na ng People’s Law Enforcement Board (PLEB) ng Quezon City ang isang pulis na nakapatay sa isang traffic enforcer sa Quezon City noong Oktubre 13.

Ito ang sinabi ng lokal na pamahalaan ng lungsod nitong Martes, Disyembre 13.

“In its six-page decision, the PLEB QC removed [Police Lieutenant Felixberto Tiquil] from service stemming from grave misconduct and conduct unbecoming of a police officer charges…,” ayon sa Public

Affairs and Information Services Department ng QC sa isang pahayag.

Inihain ang mga reklamo ni Charlyn Pagsibigan, common-law wife ng nasawing traffic enforcer na si Edgar Abad Follero.

Kasama rin sa nagsampa ng reklamo si Paul Timothy Delos Reyes, ang tumulong sa biktima sa insidente.

Ayon kay PLEB executive officer Rafael Calinisan, hindi naniniwala ang Board sa depensa ni Tiquil na inakala niyang mga magnanakaw ng motor sina Follero at Delos Reyes.

“This is a clear violation of the PNP Rules of Procedure,” ayon kay Calinisan.

“Further, Tiquil also claims to have chased the victims from Nagtahan, Manila up to Roosevelt, Quezon City. How can people pushing a defective motorcycle outrun a seasoned cop on a motorbike? We are more than convinced that Tiquil was not being truthful in his narrative of what happened,” dagdag pa nito.

Ayon sa QC LGU, tinulungan lamang ni Follero ang kaibigan na si Delos Reyes, isang delivery rider, nang masiraan ito sa Pandacan, Manila.

Mula Pandacan ay tinulungan ni Follero si Delos Reyes na itulak ang motor nito at nang makarating sa Roosevelt, Quezon City ay doon na pinahinto ng pulis ang dalawa sabay pinagbabaril ang una, hanggang mamatay.

Nagtangka pang tumakbo si Follero hanggang sa pinakamalapit na police outpost ngunit hindi na ito umabot pa.

Tinutukan naman ng baril ni Tiquil si Delos Reyes at pwersahang pinadapa sa kalsada.

Ayon sa Quezon City Police District, nakapaghain na ng reklamong murder laban kay Tuiqil.

“The resolution of this case is a triumph for justice. In less than 60 days from the filing of the complaint, the PLEB was able to resolve this matter with utmost impartiality and dispatch,” ayon kay QC Mayor Joy Belmonte.

“The wheels of justice run fast here in Quezon City, without fear or favor. I again commend the PLEB QC for their prompt action in helping out the ‘little one’ in need,” dagdag pa ni Belmonte.
