PANGUNAHING saksi si SPO3 Arturo Lascanas sa sakdal na crimes against humanity na isinampa sa International Criminal Court (ICC) laban kay Rodrigo Duterte at mga kasapakat. Isa sa mga pulis ng Davao City si Lascanas na orihinal na kasapi ng Davao Death Squad (DDS), ngunit bumaligtad noong 2017. Lumisan ng Filipinas si Lascanas kasama ang pamilya noong 2017 at pinaniniwalaan na naninirahan ngayon sa Pransya.

Hawak ng ICC ang 188-pahina na sinumpaang salaysay ni Lascanas kung saan idinetalye ang kanyang nalalaman tungkol sa DDS at mga krimen umano na iniutos ni Duterte bilang alkalde ng Davao City at tagapagtatag ng DDS. Bahagi ng affidavit ni Lascanas bilang ebidensya laban kay Duterte at mga kasapakat sa sakdal na iniutos ng ICC na isailalim kamakailan sa formal investigation. Tumutol si Menardo Guevarra ngunit hindi siya pinansin ng ICC. Inisyu ang affidavit noong 2020 sa kasagsagan ng pandemya.

Sa kanyang sinumpaang salaysay, idineklara ni Lascanas, batay sa personal na nasaksihan at karanasan bilang isang pulis na nakapaloob sa DDS sa mahigit 20 taon at imbestigador sa halos 35 taon, na direktang sangkot umano sa kalakalan ng illegal na droga ang mag-amang Rodrigo at Paolo Duterte sa Davao City. Kasama umano ni Rodrigo si Michael Yang at Sammy Uy. Kasama ni Paolo, o Polong si Charlie Tan. Kasama bilang mga “police enabler” si Bato dela Rosa at Wilkins Villanueva sa pangangalakal ng ilegal na droga.

Ayon kay Lascañas, isang Chinese national si Michael Yang na may negosyo (DCLA) sa Davao City noong bandang 1990s. Base sa salaysay, isang drug lord si Yang at boss ni Allan Sy, ang manager ng shabu laboratory na niraid ng PDEA noong, Disyembre, 2004. Noong 2012, iniulat ang mga manggagawa ng shabu lab sa loob ng Greenheights Subdivision na nagreport kay Yang sa kanyang opisina sa DCLA sa Davao City.

May import-export business si Sammy Uy sa Davao City. Pag-aari niya ang isang malaking sabungan sa distrito ng Matina sa Davao City. Partner at kaibigan umano si Sammy Uy ni Michael Yang Davao City, aniya. Nalaman niya ito sa custom broker ni Michael Yang na si Randy Usman na tinawag ni Lascañas na “kaibigan at partner” sa smuggling activities sa pantalan ng Davao City.

Ayon kay Lascanas, si Randy Usman ang deputy mayor ni Duterte sa tribong Maranao sa Davao City. Ani Lascanas, kasama si Sammy Uy umano sa massacre ng mga Subdivision construction workers sa Laud quarry. Inutusan umano ni Duterte na “erased” ang mga manggagawa dahil sila ang nagsabi sa pulisya tungkol sa pagkakaroon ng shabu lab sa Greenheights subdivision na pag-aari ni Michael Yang, aniya. Magkakaibigan umano at malapit sa isa’t-isa sina Duterte, Sammy Uy, at Michael Yang, ayon kay Lascañas. Nakita niya na magkakasama sila sa mga hotel sa Davao City sa iba’t ibang okasyon, aniya. Kaibigan na matalik ni Duterte si Sammy Uy.

Isang Chinese national si Charlie Tan na may karaoke bar business (E.T. KTV Bar) sa Davao City bandang last quarter ng 1990, ani Lascañas. Malapit siya sa mag-amang Rodrigo at Paolo Duterte, aniya. Tatlong beses niya nakita umano si Tan sa kanyang E.T. KTV bar kasama si Polong (dalawang beses) at minsan si Rodrigo sa bahay niya sa Central Park Subd. sa Davao City. May partnership umano si Charlie Tan at Polong a pag-aangkat ng shabu sa pamamagitan ng Port of Davao at ginamit nila Randy Usman bilang broker, ani Lascanas. Batay sa kanyang personal na kaalamanan, magkaibigan umano si Charlie Tan at Michael Yang, aniya.

Batay sa kanyang personal na pagkakaalam, sangkot umano si Polong sa rice smuggling kasama si Davidson Bangayan, ayon kay Lascanas. Tinawag ni Lascanas si Bangayan alyas David Tan bilang “smuggling financier” ng bigas at asukal sa Port of Davao City mula 2011 hanggang 2014. Wala alam si Lascanas pagkatapos ng 2014 lalo ng panahon ni Customs Collector Atty. Bangcoy. Si Stuart Santiago at Mark Suico ang front umano para kay Bangayan, aniya.

Sinabi ni Lascanas na batay sa kanyang pagkakaalam, magkaibigan si Duterte at ang namatay na dating Ozamiz City mayor na si Aldong Parojinog. Umimbulog ang kanilang pagkakaibigan sa isang alyansa umano, aniya. Sinabi niya: “This led to the abduction, killing and beheadings of two innocent persons. Both men had common evil deeds in life: both kill people; and both possesed guns, goons, and gold. Interestingly, both men were friends and protectors of Michael Yang, the drug lord. Both were mobsters disguised as public servants.”

Dagdag ni Lascanas: “I personally witnessed when police Major Ernesto Macasaet introduced Aldong Parojinog to Mayor RRD during a dinner in a Chinese restaurant in the vicinity of Victoria Plaza Mall in Davao City. It was several months after the abduction of the entire Muslim family, the Patasaja family of Gen. Santos city. That dinner-meeting resulted to a verbal covenant between Duterte and Parojinog.

“I believe President Duterte ordered the killing of Parojinog because they know too much of each other in the field of gangsterism and barbarism, one mobster, Mayor (now President) RRD had to outdo the other to preserve and protect his deep dark persona in a treacherous way with the presumption of legality and regularity (thru police operations), for he is now labeled as ‘His Excellency.’

Pinakamabigat ang sinabi ni Lascanas sa sinumpaang salaysay (wala akong babaguhin): “he whole Davao Death Squad network was used as Mayor RRD’s personal killing machine. He took advantage of our blind loyalty to him and our greed for money to promote and protect his personal and political interests. All of our targets were killed based solely on the intel info and orders given by Mayor RRD himself or through his evil lieutenants, Sonny Buenaventura and Bong Go. Back then, none of the DDS members attempted or even dared to validate these intel reports and we just killed them simply because we believed in and blindly followed Mayor RRD.”

Aniya: “Mayor RRD’s ‘kill kill kill’ and terror policy in the campaign against criminality and illegal drugs were purely deceiving and misleading, just to spread his ‘engineered’ evil, protect his hidden interests and/or cover up his crimes.”

Humingi na paumanhin si Lascanas: “For my participation in all these heinous crimes, I would like to sincerely apologize to the Filipino people and to my family. I am sorry that I have been blind, sinful, hurtful and greedy. I also apologize for I have been disloyal to my profession as a policeman whose sworn duty is to serve and protect the people. I, along with my fellow members of the Davao Death Squad, have allowed ourselves to be turned into monsters by our evil master, Rodrigo Roa Duterte.

“I know that this apology and this complete revelation of the evil deeds and crimes of Rodrigo Roa Duterte are not enough to ease the pain of the families of the victims we have killed. It is also not enough to redeem my lost soul, but this is the least I could do to try to make up for the monstrosity that I have done. More importantly, I am hoping that this would be an important step in finally stopping the evil, terror, death and destruction that Rodrigo Roa Duterte had imposed on our country and people.”
