Mga kongresista pumalag sa kuwestyunableng mga tanong ng Pulse Asia survey kaugnay ng Cha-cha

KINONDENA ng mga miyembro ng Kamara de Representantes ang survey ng Pulse Asia kaugnay ng panukalang amyendahan ang Konstitusyon dahil sa mga tanong umano na ang direksyon ay upang tutulan ng publiko ang panukalang reporma.

Para kina House Assistant Majority Leaders Jil Bongalon ng Ako Bicol Partylist, Reps. Paolo Ortega V ng La Union, Zia Alonto Adiong ng Lanao del Sur, House Majority Leader Manuel Jose “Mannix” M. Dalipe ng Zamboanga City, Deputy Speaker David “Jayjay” Suarez ng Quezon, House Deputy Majority Leader at Tingog Party-list Rep. Jude Acidre, at House Deputy Majority Leader Janette Garin mayroong mga isinamang tanong sa survey na nagdulot ng kalituhan sa mga respondent na dahilan upang tutulan nila ang panukalang pagbabago.

“The wording of the questions used by Pulse Asia seemed designed to lead respondents towards a particular viewpoint on Charter amendments,” ani Bongalon, isang abugado.

Kasama umano sa tanong ng survey ay ang pagbabago ng porma ng gobyerno mula unitary system patungong federal system, pagpapalawig ng termino ng mga kasalukuyang nanunungkulan, pagbabago ng sistema ng gobyerno mula presidential system patungong parliamentary system, at paglipat ng lehislatura mula bicameral patungong unicameral.

Para naman kay Ortega ay bias ang tanong kaugnay ng pagpayag sa mga dayuhan na pagsamantalahan ang likas na yaman ng Pilipinas.

“The survey questions, particularly those addressing contentious issues such as term extension, foreign exploitation of natural resources, and a shift from a presidential to a parliamentary system of government, may have inadvertently skewed responses and fostered opposition to Cha-cha,” sabi ni Ortega.

Binigyan-diin ni Ortega na ang panukala sa Kongreso ay amyendahan lamang ang economic provisions ng Konstitusyon at walang politikal na repormang ipinanukala.

Para naman kay Adiong, mahalaga na maging akma ang mga tanong sa survey sa panukalang pag-amyenda.

“The wording of survey questions should accurately reflect the actual provisions being proposed for amendment,” sabi ni Adiong.

Naniniwala naman sina Dalipe, Suarez, at Garin na ang taumbayan sa pamamagitan ng isang plebisito at hindi ang survey ang magdedesisyon kung dapat bang amyendahan ang Konstitusyon.

Binatikos rin ni Dalipe ang pagkakasingit ng mga tanong na walang kaugnayan sa isinusulong na economic Charter reform na limitado lamang sa pag-amyenda sa economic provisions.

“Why include questions that people don’t want and are not related to the ongoing process in Congress? Is this black propaganda?” tanong pa Dalipe.

Ganito rin ang sinabi ni Suarez. “Including unrelated questions in the survey only serves to confuse and mislead the public.”

Dismayado rin si Garin sa mga tanong ng survey na aniya’y tila pagtatangka na impluwensyahan ang opinyon ng publiko.

“Surveys should reflect the real concerns of the people, not push a particular agenda,” ayon pa kay Garin, dapat ding taglay ng survey ang wasto at makatotohanan na mga paksang tinalakay sa Kongreso,” sabi nito.

Naniniwala naman si Dalipe, na ang pinaka-epektibong pagsukat ng public opinion tungkol sa Cha-cha ay sa pamamagitan ng plebisito at hindi sa pamamagitan ng survey.

“The best course of action is to pass it in the Senate and let the people decide through a plebiscite,” ayon naman kay Suarez.

“The people’s voice should be heard directly through a plebiscite, not through biased surveys,” sabi naman ni Garin.

Sinabi rin ni Garin na “statistically impossible” ang naging resulta ng survey ng Pulse Asia kaugnay ng panukala na amyendahan ang Saligang Batas na ginawa 37-taon na ang nakakaraan.

Ayon kay Garin malayo rin ang naging resulta ng ibang survey kumpara sa lumabas sa survey ng Pulse Asia kung saan 74 porsyento ang nagsabi na hindi dapat amyendahan ang Konstitusyon ngayon samantalang 8 porsyento lamang ang pabor na napapanahon itong gawin.

“This looks more like a statistical impossibility. In last year’s Pulse Asia survey on Charter amendments, March 2023, almost 45% are in favor of amending the Constitution. Tapos ngayon, 8% na lang? This is highly improbable if not impossible,” sabi ni Garin.

Ipinunto rin ni Garin ang resulta ng survey ng marketing research firm na Tangere kung saan 52 porsyento ng mga Pilipino ang pabor na amyendahan ang Saligang Batas.

“In other surveys, the acceptability is between 51% to 60% of amending the 1987 Constitution. Kaya ang hirap paniwalaan ng Pulse Asia survey na ito. Parang hindi nakalapat sa realidad ang resulta. This seems extremely unbelievable,” paliwanag ni Garin.

Sinabi ni Garin na taliwas din ang resulta ng survey ng Pulse Asia sa inisyatiba ng People’s Initiative for Reform, Modernization and Action (PIRMA) na nakapangalap na ng 12 porsyento ng pirma pabor sa pagsasagawa ng People’s Initiative.

“According to PIRMA, they have already reached the required 12 percent of the total population under the people’s initiative. And that is millions compared to the 1,300 respondents in the Pulse Asia survey. And they said that no one withdrew their signatures in the People’s Initiative,” saad pa ni Garin.

Batay naman sa survey ng OCTA Research, sinabi ni Garin na nananatiling pangunahing ikinababahala ng mga Pilipino ang tumataas na presyo ng bilihin gaya ng pagkain.

“This is exactly what we wanted to address in amending the restrictive economic provisions of the Constitution, so that more foreign investments come into the country. More investments means more jobs, more taxes for the government and more livelihood opportunities,” paliwanag ni Garin.”Kaya nga gusto sana nating maging reality itong economic Charter change. Kasi it will really mean a better life for many Filipino families.”

Ayon naman kay Acidre dapat ay itinuon lamang ang mga tanong ng survey sa kung ano ang tinatalakay sa Kongreso—ang pag-amyenda na limitado lamang sa economic provisions ng Konstitusyon.

“The latest Pulse Asia survey utterly failed to highlight what the heart and soul of our discussions in the House of Representatives regarding the bid to amend the 1987 Constitution; that is, to have a laser-focus on just economic-themed amendments,” ani Acidre.

“This Pulse Asia survey is riddled with questions and scenarios that spread fear among Filipinos about Cha-cha. By this reason alone, the survey results are invalid, unfair, and inapplicable to the current situation,” diin pa ng kongresista.

Iginiit ni Acidre na malinaw na wala sa inaprubahang Resolution of Both Houses No. 7 ng Kamara ang pagbabago sa political provisions ng Konstitusyon. Ganito rin umano ang laman ng RBH No. 6 na tinatalakay naman sa Senado.

“For Pulse Asia to even ask these questions is malicious since it gives the impression that House members had planned these political amendments all along while only publicly selling the merits of economic Cha-cha,” paliwanag pa ni Acidre.
