BUHAY UNDERGROUND

MAY nagtanong tungkol sa scenario kapag sumulong ang sakdal na crimes against humanity na isinampa ng mga kritiko laban kay Rodrigo Duterte at mga kasapakat. Sagot ko: Hindi handa si Duterte sa scenario. Hindi niya alam ang proseso ng International Criminal Court (ICC) dahil hindi siya nakakatanggap ng tamang payo sa mga mahusay na abogado. Mga pipitsugin at patapon ang mga manananggol sa paligid niya.

May mga umuugong na balita na maaaring bumaba ngayong taon mula ICC ang arrest warrant laban kay Duterte at mga kasapakat tulad ni Bong Go, Bato dela Rosa, at Jose Calida. Dakpin at dadalhin sila upang ipiit sa punong himpilan ng ICC sa The Hague, Netherlands. Lilitisin at kung mapatunayan na may sala, papanagutin sila sa krimen kaugnay sa madugo ngunit bigong giyera kontra droga ni Duterte. Umabot sa pagitan ng 16,000 hanggang 30,000 ang mga nasawi sa malawakang patayan kaugnay sa giyera sa droga.

Hindi namin nakikita si Duterte at mga kasapakat bilang mararangal na haharap sa sakdal laban sa kanila. Iiwasan nila ito sa sandaling iutos ng ICC ang pagpapatuloy ng formal investigation. Tatakbuhan hanggang maaari hanggang sa dulo. Uutuin ang gobyerno ni BBM na walang jurisdiction ang ICC sa kanila. Magbibigay sila ng maraming palusot sa sakdal.

Kapag sumulong ang sakdal at dumating sa punto na iutos ng ICC ang pagdakip sa kanila, hindi namin nakikita ang Philippine National Police (PNP) bilang pangunahing sangay na dadakip. Mayroon ibang puwersa ang dumakip at walang magagawa ang PNP kundi magbigay daan dahil itinakda ito na hindi sila kasali o kinunsulta.

Makakaiwas si Duterte at mga kasama sa dalawang paraan: pumunta sila sa China o Russia at humingi ng political asylum o mamuhay sa underground. Hindi namin batid kung sanay sinuman sa pangkat ni Duterte ang mamuhay sa underground. Iba ang buhay sa underground. Hindi sila makakatulog ng maayos dahil sa pangamba na maaari silang dakpin amumang oras ng mga puwersang nakatago at hindi nila alam.

Bukod diyan, saan sila magtatago sa panahon na underground sila? Sa Davao City kung saan kilala silang lahat? Paano kung magtakda ang gobyerno ng pabuya sa sinuman na magtuturo kung nasaan sila? Ganyan ang nangyari kay Saddam Hussein, dating diktador ng Iraq, sa nakalipas na giyera doon. Itinuro siya ng kamag-anak niya na nagtago sa lungga dahil sa gantimpala. Ipinagkanulo siya at nabitay sa huli.

IPAGPATULOY natin ang kumpisal ni SPO3 Arturo Lascanas, ang dating malapit na pulis kay Duterte na kumalas at nagsiwalat ng operasyon ng Davao Death Squad (DDS) na binubuo ng mga mamamatay na pulis at sibilyan. Nag-isyu si Lascanas ng 188-pahina na affidavit kung saan ibinigay niya ang mga detalye sa operasyon ng DDS.

Ayon kay Lascanas, humigit-kumulang sa 50 katao ang force multiplier ni Lt. Col. Leonardo Pelonia at tumanggap ng P7,000 hanggang P10,000 kada isa ng buwan na allowance mula sa Office of the City Mayor ng Davao City. Nasa kategorya ng ‘contractual employee’ ang kanilang item sa City Hall. Hindi natutuwa si Duterte sa kanilang performance, ani Lascanas, dahil mababa ang bilang ng kanilang napapatay.

Kahit mayroon ibang death squads sa Davao City maliban sa DDS, sinabi ni Lascanas na malinaw sa kanila na tanging si Rodrigo Duterte ang magbibigay ng huling desisyon kung sino ang papatayin. Kung magkamali ang isang kasapi ng DDS na hindi ipaalam ang pagkitil sa buhay ng isang target, sinabi ni Lascanas na nilinaw ni Duterte na hindi niya susuportahan ang DDS operative kung habulin siya ng batas at papanagutin.

Ani Lascanas: “As members of the Death Squad, we follow this level of command, to wit: The final orders of executions/killings came from Mayor Rodrigo Roa Duterte, himself, and sometimes thru SPO4 Sonny Buenaventura and Bong Go (during the Heinous Crime Group – 2001-2016). During the Anti-Crime Task Force, they came sometimes thru Major Ernesto Macasaet, SPO4 Desiderio Cloribel, and Sonny Buenaventura (1989-1998). In 1998-2000, the so-called ‘Clearance’ or ‘Order’ to Kill from Mayor RRD were sometimes coursed thru then Chief Inspector – PAOCTF Chief in Davao City – Ronald ‘Bato’ Dela Rosa, and Sonny Buenaventura. From Superman Duterte down to the last Policeman-handler of players/hitmen, the Kill, Kill, Kill Order of Mayor Rodrigo Roa Duterte resounded unabated and obeyed blindly to the letter.”

Ayon sa pinalawak na sinumpaang salaysay ni Lascanas: “The DDS funding or financial logistics came from the ‘Peace and Order’ or ‘Intel fund’ of Mayor Rodrigo Roa Duterte. This includes our weekly gas slip allowance (150 liters per week in my case), and our monthly cash allowance which we called ‘pakurat.’ In my case, my monthly ‘pakurat’ increased from P35,000 to P50,000 after I killed a certain Allan Sy and his group in 2004. It was later increased to P120,000. We also received a yearly Christmas cash gift of P150,000. Our perks also included the signing authority for meals and drinks in different restaurants in Davao City proper, by our senior and ranking policemen members of Mayor’s Unit or Anti-Crime Task Force.”

Tungkol sa intelligence information, sinabi ni Lascanas na kasama sa DDS intelligence network ang ilang opisyal ng mga barangay, mga empleyado ng gobyerno, at pribadong mamamayan na nagbibigay kay Duterte ng pangalan ng mga pinaghihinalaang kriminal, gumagamit at nagtutulak ng shabu sa kani-kanilang lugar sa Davao City bilang pagtalima sa giyera ni Duterte kontra droga at pagsunod sa kanyang “Kill, Kill, Kill” policy.

Tungkol sa operasyon ng DDS, ani Lascanas: “Motorcycle was the DDS’ common attack transportation and get-away vehicle. The DDS back-up and perimeter elements usually used two or three four-wheeled vehicles, mostly armed with assault rifles, and one or two elements would wear their respective police uniforms (If required by the overall Team Leader) as a semblance of legality and regularity in the performance of our sworn duty, ‘To serve and protect’ (in case there is a situation that is unfavorable to the hit-team that may jeopardize our entire operation). The DDS hit-team’s common firearm used during killing operations was a caliber .45 pistol. Sometimes, we would use caliber 9mm hand gun. The DDS mode of communication during killing operations was thru our issued ICOM handheld radio communications equipment and cellphones (DDS operatives carry more than two cellphones).”

Ani Lascanas: “In stabbing operations, DDS’s most common weapon was a made-to-order double-bladed slaughter-type knife (7 inches) with rubberized handle. The ‘Abantero’s’ (killer) handgun became the secondary weapon. DDS stabbing operations is a gang-war style of killings. During the Anti-Crime Unit, our experts in stabbings were Larry Manriquez and alias ‘BoBoy Maldito.’ In the police ranks, he was PO1 Jun Naresma.”

Ani Lascanas: “In the abduction operations of the Duterte Death Squad, the hit-team would always carry with them a nylon-cord rope, more or less 2 1/2 foot in length and more or less 1/4 inches in width, with steel handle on both ends used as guillotine to choke the victim to death silently; packaging tape; tie-wire; and sometimes chloroform chemical and sleeping tablets in order to disable and immobilized the victim. In every killing operation of DDS operatives, the regular policeman always carried a secondary weapon, mostly a caliber .22 ordinary ammo pistol equipped with silencer. I, myself, carried a caliber .25 pistol (a small handgun given to me by Mayor RRD for assassination purposes) equipped with silencer and ammo. We usually used these weapons with silencers in Laud quarry mass graves, Mandug mass graves, Ma-a mass graves, and in some special projects that required silence. During the Heinous Crime Group period.”
