Nililibak at pinagtatawanan. Minsan, nasa ibabaw at madalas, nasa ilalim.

Pakibasa:

Sara Duterte turns OVP into spy agency, buys info from herself, pays herself for the info

Vice President Sara Duterte is asking Congress for a P2 billion budget for her office next year, but for what purpose? Congresswoman France Castro wants to know. And, oh, yeah, how did she spend the P125 million confident fund granted to her the last time? That too.

Well, it looks like Ms. Duterte has turned the Office of the Vice President into an espionage and counter-espionage agency.

Here’s the breakdown of expenditure, based on a report Ms. Duterte submitted to the Commission on Audit, with my comments in brackets:

1) P40 million for food. [Did she stuff herself every minute of the day? With what? steaks, fine wines, caviar?]

2) P35 million for supplies. [If it is office supplies, that would mean a shipload of notebooks, paper of all kinds, pens and pencils, clips and staplers. Or maybe one of those supercomputers that will allow her to track down the digital footprints of the CIA, the KGB, the Mossad, UK’s M16, and China’s MSS, as well as Muslim terrorist groups such as the al Qaeda, Taliban, Hamas, whatever.]

3) P16 million for rental of safe houses. [Why would she need safe houses? for her private army? as rendition point, reminiscent of Gitmo, where she could waterboard her political enemies?]

4) P25 million for reward and information. [What sort of information? a brewing rebellion within the country? an imminent invasion? Who received the reward money and how was it apportioned among the recipients?]

5) P10 million travel expenses. [To where? And what modes of transport? commercial or private planes? ships, dirigibles, blimps, or hot-air balloons?]

If you believe this list of expenses as submitted, I have a bridge to sell.

A modicum of common sense, if you have it, will lead you to the conclusion that the Ms. Dutertr bought the information from herself, rewarded herself for the information, turned her residences—she has a number–into safe houses and collect the rent from and for herself, and incurred travel expenses doing it.

Observers say the money, all P125 million, was gone in 11 days. Did Ms. Duterte really spend that much in so short a time? Nonsense! It is more likely that she funneled the money to her own bank account or she withdrew and hid it somewhere. Maybe one room in her primary residence in Davao City contains banknotes stacked from floor to ceiling.

The country has laws against plunder. As it is widely understood without lawyers muddling the issue, plunder is the theft of government funds amounting to, or in excess of, P50 million, in which case no bail is allowed for the temporary liberty of the accused.

Under that definition, Ms. Duterte has committed the crime of plunder, and she should not be allowed to escape liability by simply categorizing the money stolen as confidential fund.
