President Ferdinand R. Marcos Jr. and House Speaker Faustino “Bojie” G. Dy III witnessed the mass oath-taking of 4,244 newly promoted and newly hired Department of Education personnel at the Santiago City Sports Arena in Isabela on Friday, October 2, 2026. Education Secretary Sonny Angara administered the oath.
The ceremony marked the promotion of 3,047 teachers and school principals under the Expanded Career Progression (ECP) system across Cagayan Valley’s nine schools divisions. Also sworn in were 1,197 newly hired personnel: 328 school principals, 612 administrative officers and 257 project development officers. The ECP system opens more opportunities for career advancement, while the additional non-teaching personnel help ease teachers’ administrative workload so they can focus on classroom instruction.
President Marcos, Speaker Dy and the delegation also visited Patul Elementary School in Santiago City, where the activities highlighted the Home-Grown School Feeding program, which provides nutritious meals using produce sourced from local farmers, and the Kaagapay Program, which engages parents and caregivers in promoting children’s safety and well-being.
Joining them were Isabela 4th District Rep. Joseph S. Tan, Isabela Gov. Rodolfo T. Albano III, Santiago City Mayor Alyssa Sheena Tan-Dy and Echague Mayor Faustino “Inno” Dy.
