P3K GRATUITY PAY SA LAHAT NG J.O., CONTRACTUAL NG CITYHALL – ISKO

MAKARAANG magbigay ng cash benefits sa may 10,000 regular na empleyado ng lungsod ay nilagdaan ni Manila Mayor Isko Moreno ang Ordinance 8718 na layuning magbigay ng P3,000 gratuity pay sa lahat ng 8,000 non-regular na mga empleyado tulad ng mga job orders at contractual basis.

Ang ordinansa, ayon kay Moreno na mabilis na naipasa sa Manila City Council sa pagsisikap ni Vice Mayor at Presiding Officer Honey Lacuna at ni majority floorleader Atty. Joel Chua ay naglalaan ng kabuuang P29,883,000 para sa nasabing layunin. Idinagdag din ng alkalde na ang pagbibigay ng one-time gratuity pay ay sumasakop sa lahat ng mga kawani na nakakontrata ang serbisyo at gayundin ang mga trabahador na job order at ito ay alinsunod sa Administrative Order No. 38 na ipinalabas ni President Rodrigo Duterte.

“As mentioned in AO No. 38, Contract of Service (COS) and Job Order (JO) workers in the government are paid salaries or wages equivalent to the daily salaries/wages of comparable positions in government and a premium of up to 20 percent of such salary/wage. However, they do not enjoy benefits accorded to government employees such as the Personnel Economic Relief Allowance, Mid-Year and Year-End Bonuses and Performance-Based Bonus among others, considering that they have no employer-employee relationship with the government,” ayon sa sinasaad ng ordinansa.

Sinasabi pa sa AO No. 38 na: “LGUs are encouraged to adopt in their respective offices the grant of Gratuity Pay to workers whose services are engaged through COS and JO, utilizing appropriate and available funding sources from their respective local government funds.”

Sinabi ng alkalde na ang pagbibigay ng year-end Gratuity Pay sa mga COS at JO sa gitna ng global pandemic ay :“is a well-deserved recognition of their hard work and dedication to the city.”

Nauna dito, inaprobahan na ng Manila City Council ang Resolution No. 36, Series of 2020, na nag-aamyenda sa annual investment program at sa issuance of a supplemental investment program for 2020, para sa pagkakaloob ng nasabing gratuity pay sa mga COS at JO workers sa lungsod.

Bago matapos ang taon, nilagdaan ni Moreno noong December 29, 2020, ang ordinansa na naglalaan ng mahigit P92.8 million para sa pagbibigay ng Service Recognition Incentive (SRI) na nagkakahalaga ng P10,000 sa lahat ng 9,282 regular personnel ng lungsod. Ito ay alinsunod sa Administrative Order No. 37 na ipinalabas noong December 18, 2020 ni Pang.Duterte.

Ayon kay Moreno, ang pagbibigay ng cash benefits sa lahat ng city personnel ay isang paraan ng pagkilala sa kanilang pagsisikap, suporta at dedikasyon sa tungkulin na nagreresulta sa tagumpay ng mga programa nila ni Lacuna at ng iba pang opisyal ng pamahalaang lungsod na inilatag para sa kapakanan ng mga residente.

Kinilala din ni Moreno ang katotohanan na walang proyektong maipatutupad ang lungsod kung wala ang tulong ng mga kawani.

“All Manilans also owe it to the city employes who work long hours and hard just to deliver basic services to them despite the pandemic,” pagdidiin ni Moreno. (ANDI GARCIA)
