Comelec kapag pinili ang Miru… Failure of elections sa 2025 midterm polls, pinangangambahan

BINALAAN ng isang election watchdog ang Commission on Elections (Comelec) sa posibilidad ng pagkabigo sa halalan sa 2025 midterm polls kung igagawad ng gobyerno ang bagong kontrata ng electronic voting system sa South Korean firm na Miru Systems Co. Ltd.

Ayon sa Democracy Watch Philippines, base sa pinakuhuling datos na performance ng Miru sa pamamahala sa automated elections sa anim na bansa ay tatlo sa mga ito ang nagkaroon ng failure of election dahil sa mga isyu sa voting machines.

Kamakailan nabahiran din ng alegasyon ng pandaraya at pagkawala ng tiwala ng mga botante ang mga katatapos na halalan na pinangasiwaan ng Miru sa gitna ng recounts ng mga balota at paulit-ulit na botohan.

Dahil sa hindi maaasahang South Korean company’s electronic voting system nagdeklara ng failed elections kung saan inulit muli ang eleksyon sa local at national levels sa Iraq sa parehong 2018 at noong isang taon, sa Kyrgyzstan noong 2021; at maging sa Democratic Republic of the Congo noong 2023.

Ayon sa independent third-party observers, ang mga nasabing nakaraang karanasan ay nagpapakita na walang kakayahan umano sa paghawak ang Miru sa automated elections na maaari rin mangyari sa Pilipinas kung hindi istriktong susuriin ng Comelec.

Una na rin idineklara umano ng poll body ang kabiguan ng Miru sa unang round ng bidding para sa P18.83 bilyong kontrata na nag-iisang bidder para sa 2025 midterm polls.

Partikular rito ang mga bid documents ng Miru ay “incomplete” at kulang sa English translation na sinabi mismo ng special bid and awards ng Comelec.

“We urge the Comelec to give Miru’s track record a thorough once-over as part of its due diligence, as it should with all suppliers. It might want to investigate the company’s alleged links to controversies in Congo and Argentina. Such concerns over hacking vulnerabilities and vote manipulation are so grave as to have prompted watchdog groups and independent experts to flag many fatal weaknesses in Miru’s technology publicly,” pahayag ng Democracy Watch.

“We trust that the Comelec will raise these issues in the interest of ensuring the integrity of the 2025 elections. We cannot have counting machines failing at such a massive scale, as this would cause political instability in the country,” ayon sa Democracy Watch.

“Before it’s too late, we appeal to the Comelec to act with utmost prudence and only consider vendors that demonstrably uphold the values of a secure, transparent, and genuinely credible Philippine election. Our very democracy is at stake. May wisdom and discernment reign in the procurement process,” dagdag pa ng Democracy Watch.
