LGUs NA ANG SAKALAM SIMULA 2023! Pagpagawa ng mga daungan, pantalan at access roads iniatang na ng DBM sa mayors

ANG otoridad para sa paggawa at pagpaganda ng mga daungan sa bansa ay ipinagkaloob na sa local government units (LGUs), sabi ng Department of Budget and Management (DBM) nitong Martes.

Ang statement ay inisyu matapos ibunyag ng Department of Transportation (DOTr) na hindi inaprubahan ng DBM ang kanilang hinihinging P800 million para pondo sa construction at pag-upgrade ng 36 daungan at pantalan sa 2023.

Binanggit ang Republic Act (RA) 9170 o ang Local Government Code of 1991, sinabi ng DBM na ang hinihingi ng DOTr ay rejected, dahil ang LGUs ang incharge sa port construction at modernization.

“Per Section 17(B) item 8 of the Local Government Code of the Philippines, and pursuant to the Supreme Court Ruling on the Mandanas-Garcia Case, the construction of local ports has already been devolved to the local government units,” sabi ng Budget department sa press statement.

Kabilang sa mga maaring gawin ng LGUs ang tourism ports; operation ng municipal fish ports; at construction o improvement ng access roads papunta sa airports o seaports, sabi ng DBM.

Ang DBM ay naglaan ng P962.2 billion para sa LGUs nationwide sa 2023 para palakasin ang kanilang kapasidad at mapabilis ang delivery ng kanilang basic services.

Ang 2023 budget plan para sa LGUs ay 18.3 percent ng proposed P5.268-trillion national budget para sa sunod na taon.
