Bilang pagseselebra sa Linggo ng Kabataan simula Agosto 12 hanggang 17 tatlong mahahalagang House Bill ang inihain kamakailan ni Quezon City 5th District Congressman PM Vargas para sa kapakanan ng mga kabataan hindi lang sa Lungsod Quezon kundi sa buong bansa.
Kabilang sa inihain ni Rep. Vargas ay ang House Bill 3517 – Human Rights Education Act mandates the inclusion of comprehensive human rights education in all public and private schools, ensuring that students understand their rights, know how to protect them, and uphold the rights of others.
Bukod sa unang nabanggit na inahing panukala, ang House Bill 3519 – Social Media Education Act teaches students to navigate social media critically, responsibly, and safely.
Kabilang pa ang House Bill 3516, Compulsory Voter Education Act prepares future voters to participate meaningfully and responsibly in democratic processes.
“Kaalaman ang unang sandata nila para sa kinabukasan,” Vargas stressed. “Sa pamamagitan ng mga panukalang ito, sinisiguro nating ang bawat kabataang Pilipino ay maalam, maingat, at may pananagutan sa kanilang mga desisyon, mula sa kanilang karapatang pantao, pagboto ng kanilang mga lider, at paggamit ng social media.”ani Rep.Vargas.
The measures build on Vargas’ sustained advocacy for youth-centered policies, following his earlier initiatives to expand opportunities and uphold the rights of the Out-of-School Youth sector. Under the bills, the Department of Education (DepEd) will work closely with agencies such as the Commission on Human Rights (CHR) and the Department of Information and Communications Technology (DICT) to develop relevant modules and ensure nationwide implementation.
The initial versions of these bills were first introduced in previous Congresses by then Fifth District Representative Alfred Vargas, who continues his youth advocacy as a Quezon City Council member.
“I am hopeful that these youth-centered laws will help shape an empowered generation that will strengthen our democracy,” Vargas concluded.
