Yamsuan, Dizon act to ease flooding in Fourth Estate, Parañaque

Public Works Secretary Vince Dizon and Representative Brian Yamsuan visited the Fourth Estate locality in Parañaque’s 2nd District Sunday morning (Aug. 9, 2026) to find ways to ease flooding in the area.

Dizon informed Yamsuan, who represents Parañaque’s 2nd congressional district, that the Department of Public Works and Highways (DPWH) will immediately send a water pump in Fourth Estate to ensure that floodwaters subside quickly in the area. Heavy rains triggered waist-deep floods in the locality yesterday evening.

The DPWH will also send a backhoe to clean up trash that have clogged waterways and led to flooding in the area.

Dizon and Yamsuan also discussed long-term solutions to the persistent flooding in Fourth Estate a and other flood-prone communities in Parañaque.

“Nagpapasalamat tayo kay Secretary Vince Dizon sa mabilis niyang aksyon at personal na pagbisita sa ating komunidad sa Fourth Estate para makita kung ano ang maaring agarang aksyon ang maipatupad at gayundin ang pangmatagalang solusyon na dapat mailatag para malunasan na ang pagbaha sa Fourth Estate at iba pang lugar sa ating lungsod,” Yamsuan said.

“Makakaasa ang mga Parañaqueño na tututukan natin ang problemang ito and we will closely coordinate with Secretary Dizon to find long-term solutions to the flooding in Parañaque,” he added.

Yamsuan also reiterated his appeal to Parañaque residents to be part of the solution by properly disposing their trash and to stop throwing garbage into creeks and other waterways.

Last May 18, Yamsuan and Dizon inspected flood-prone communities in Parañaque, particularly the area along Dr. Santos Ave. (formerly Sucat Road).

To ease flooding in this heavy-traffic thoroughfare, Dizon immediately sent an amphibious excavator to declog Villanueva Creek, one of the waterways that overflows and causes severe flooding along Dr. Santos Avenue during heavy downpours.

On top of dredging operations, Dizon said during his May 18 inspection that the DPWH would also begin the implementation of a flood interceptor project along Dr. Santos Avenue. The DPWH will allocate an initial P50 million from its savings to get the project going this year and will include it for funding in its proposed budget for 2027.

Dizon said he will also propose funding under the 2027 national budget for the upgrading of old dikes in the city and the construction of detention basins beneath basketball courts and open spaces, similar to projects implemented in Manila and Quezon City.
