Nais umano ni Manila third district Representative Joel Chua na magkaroon ng ‘diversified housing financing options’ ang mga Pilipino, bukod sa PAG-IBIG Home Mutual Development Fund na siyang tangi at kadalasang natatakbuhan ng nakararaming Pilipino.
Aniya, nais niyang makita na mas maging ‘involved’ ang private sector at magkaroon ng corporate social responsibility-oriented participation, bukod pa sa foreign financing mula sa Asian Development Bank.
Ayon pa sa congressman-lawyer na si Chua, isang modelo ang karanasan ng Singapore Housing Board na nakatulong sa ADB at sa island-state private banks.
Nais umano ni Rep. Chua na makitang mas maraming suporta mula sa Department of Human Settlements and Urban Development para sa local governments housing programs, na isa aniya sa mga mandato ng nasabing department sa ilalim ng charter nito.
Pina-kinasasabikan umano ang mga detailed plans and programs ni DHSUD Secretary Jose Rizalino ‘Jerry’ Acuzar, na aniya ay bitbit sa kanyang bagong puwesto sa gobyerno ang dekadang karanasan pagdating sa housing, urban planning, ant pagtatayo ng mga environments na “adapted to the hazards of nature and the elements.”
“He (Acuzar) also brings to DHSUD experiences from his youth, family life, and the struggles of the poor, low-income, and the lower middle-income households,” ani Chua, na nagsabing siya ay natutuwa na isang respetadong industry leader sa katauhan ng kagalang-galang na si Secretary Acuzar ang siyang napisil na pamunuan ang DHSUD.
“Until such time a new agency is created to be responsible for disaster resilience policy and programs, the Department of Human Settlements and Urban Development (DHSUD) is the agency with some new mandates in its charter that apply.
Ngayon pa lamang, habang si Secretary Acuzar ay nagu-umpisa pa lamang ng bagong chapter sa kanyang makulay na career, nagpahayag na si Rep. Chua ng commitment upang makatrabaho nang maayos ang bagong kalihim “and apply reasonable congressional oversight.”
“As the Representative in Congress of the hundreds of thousands of residents of Sta. Cruz, San Nicolas, Quiapo, and Binondo, I see Secretary Acuzar as an ally to greatly improve the plight of the urban poor of Manila and the poor and low-income families nationwide,”ani Chua.
“I firmly believe we have common ground with Secretary Acuzar and DHSUD on matters such as vertical housing solutions, livable human habitats concepts, disaster resilience, and climate change adaptation. The Binondominium 1 already standing in our district is clear proof vertical housing is one of several appropriate solutions to the lack of decent housing for the urban poor,” dagdag pa nito.
“For urban renewal and preservation of cultural heritage, there is perhaps no better champion than Secretary Acuzar. We only have to point to the Las Casas Filipinas de Acuzar in Bagac, Bataan, and to the many heritage houses and structures he saved from decay in Manila and elsewhere. In the Third District of Manila, there remain many houses and buildings in dire need of rescue,” pahayag pa ni Rep. Chua.
Bago nga pala kayo magtaka, ito pong si Rep. Chua ay vice-chairman of the Committee on Metro Manila Development at member din ng Committee on Housing and Urban Development.
