MIF gamitin sa pagbabalik ng Bicol Express – Yamsuan

Itinulak ni Bicol Saro party-list Rep. Brian Raymund Yamsuan ang paggamit ng Maharlika Investment Fund (MIF) upang maibalik at gawing moderno ang Bicol Express.

“The Maharlika fund can get the Bicol Express back on track and be a key element in the rebirth of a robust rail sector in the country,” sabi ni Yamsuan.

Sinabi ni Yamsuan na ang pagbabalik ng Bicol Express ng Philippine National Railways na idurugtong sa North- South Commuter Railway (NSCR) project ay magdudulot ng seamless interconnection ng mga pangunahing economic hub sa Luzon.

“Investing in reconstructing the legendary Bicol Express means accelerating South Luzon’s economic growth. It means creating tens of thousands of jobs and livelihood opportunities. It promotes a mass transport system that is fast, efficient, affordable, emits less air pollution and reduces traffic congestion,” dagdag pa nito.

Ayon sa pag-aaral ng World Bank, sinabi ni Yamsuan na ang tren, maging ito ay diesel o electric-powered ay mas energy efficient at nakalilikha ng mababang emission kumpara sa halos lahat ng sasakyan sa kalsada.

Sinabi ni Yamsuan na batay sa pag-aaral ng International Energy Agency (IEA) bagama’t ang rail system ang ginagamit ng 8% ng pasahero at 7% ng freight transport nasa 2% lamang ng transport energy demand sa mundo ang nagagamit nito.

Ang pagbuhay umano ng Bicol Express o ang South Long Haul Project ay maaaring siyang maging pangunahing investment ng Maharlika Investment Corporation sa transportation sector.

Nauna rito, pinuri ni Yamsuan ang pagbabalik ng biyahe ng PNR sa pagitan ng Naga City sa Camarines Sur at Legazpi City sa Albay. Umaasa ang solon na ito ay magreresulta sa pagbabalik ng buong operasyon ng Bicol Express line.

“We cannot just start and end with the NSCR in implementing long-haul rail projects and leave the southernmost part of Luzon with a patched-up rail system. Reviving our rail industry should include reconstructing and modernizing Southeast Asia’s oldest train service, which is the Bicol Express,” dagdag pa ni Yamsuan.

Ang NSCR ay magdurugtong sa Bulacan at Clark International Airport sa Pampanga sa hilaga at Metro Manila at Laguna sa timog. Ang unang bahagi ng South Long Haul Project ay may-uugnay sa Laguna at ilang bayan ng Quezon patungo sa Camarines Sur at Albay.
