41 kongresista humirit ng imbestigasyon sa extortion activity ng PGMN

Naghain ng resolusyon ang may 41 kongresista upang paimbestigahan ang umano’y robbery-extortion activities ng Peanut Gallery Media Network (PGMN), sa gitna ng pangamba na ginagamit ang online platform sa intimidasyon, pamimilit, disimpormasyon, at paghingi ng bayad habang nagpapanggap na media o pampublikong komentaryo.

Hiniling ng mga mambabatas sa House Resolution 1006 ang pagsasagawa ng joint investigation ng House Committees on Public Order and Safety, on Information and Communications Technology, at on Public Information.

“When a group allegedly prepares damaging material, holds it back and demands money in exchange for not releasing it, that is not journalism. That is extortion,” sabi ni Tingog party-list Rep. Jude Acidre, isa sa may-akda ng HR 1006.

“Kaisa tayo ng bansa sa pagpapahalaga sa malayang panamahayag. But PGMN is far from practicing real journalism. This resolution intends to expose PGMN’s alleged extortion activities and unmask it as a mere fake news peddler,” dagdag pa nito.

Iginiit sa HR 1006 ang pangangailangan na protektahan ang malayang pamamahayag subalit pinaghihiwalay ang lehitimong public commentary at umano’y kriminal na gawain.

“While freedom of speech and of the press are protected constitutional rights, these freedoms do not shield acts that may constitute robbery, extortion, grave threats, coercion, cybercrime, or other unlawful conduct,” sabi sa resolusyon.

Kinikilala rin sa resolusyon na bukas sa kritisismo ang mga pampublikong opisyal subalit iginiit na dapat ito ay naaayon sa batas at hindi dapat ginagamit sa panghaharass, pagbabanta, at pamimilit.

Binanggit din sa resolusyon ang umano’y tangkang pangongotong ng PGMN kay Leyte Rep. Ferdinand Martin Romualdez.

Pinasisilip din ng mga kongresista ang mga posibleng paglabag sa mga probisyon ng Revised Penal Code gaya ng robbery, grave threats, grave coercion at libel, Cybercrime Prevention Act of 2012 at iba pang batas.

“The alleged acts, if proven true, raise serious concerns on the possible use of online platforms, digital media networks, or organized content operations to pressure, threaten, intimidate, or extract money, favors, concessions, or other benefits from public officials or private individuals,” sabi sa resolusyon.

Pinaiimbestigahan din ang PGMN at mga taong may kaugnayan dito upang malaman kung sila ay nakasunod sa batas at regulasyon gaya ng pagrerehistro, pagbubuwis, at iba pang legal na hakbang sa pagnenegosyo.
