NAGHAIN ng ‘plunder’ case ang health advocate na si Dr. Tony Leachon laban kay Executive Secretary Ralph Recto at iba pang miembro ng gabinete hinggil sa kontrobersyal na paglilipat ng P60 bilyong excess funds ng PhilHealth patungo sa National Treasury.

Saad ni Leachon sa media nitong Lunes, Mayo 25, 2026, maituturing na “betrayal of people’s right” ang nangyaring pagbabalik ng excess funds ng PhilHealth.

“These P60 billion [PhilHealth] funds, meant for indigent families and primary care, were stripped of their rightful purpose, betraying the people’s right to health. PhilHealth [already] P356.6 billion deficit left hospitals unpaid, cancer and dialysis programs starved and millions of Filipinos abandoned,” ani Leachon.



Binira rin ni Leachon ang planong restoration sa naturang P60 bilyong excess funds at iginiit na huli na ito para tugunan ang lumalalang sitwasyon sa healthcare ng bansa.

“The so-called ‘restoration’ of P60b in [the] 2026 budget was a hollow gesture-too late for families already buried in debt, too late for patients who never received care,” giit ni Leachon.



Pagdidiin pa niya, “This is not merely a legal matter but a moral one. The P60 billion could have saved lives, kept hospitals afloat, and brought dignities to families in despair. Instead, it was stolen from the sick and the poor.”

Si Recto ang nagsisilbing secretary ng Department of Finance (DOF) noong mabigyan ng mandato ang PhilHealth na ibalik ang excess funds sa National Treasury.



Habang isinusulat ang artikulong ito ay wala pang inilalabas na pahayag si Recto sa reklamomg iniuugnay sa kaniya.
