House Speaker Faustino “Bojie” G. Dy III on Monday reported that the House of Representatives had passed 448 bills on third and final reading and acted on 32 of 61 Legislative-Executive Development Advisory Council (LEDAC) priority measures as the chamber entered its session break.

According to the Speaker, the Kamara’s legislative work covered education, child protection, assistance for overseas Filipino workers, healthcare for senior citizens, and other measures addressing the needs of Filipino families.

Among the measures approved on third reading on October 12 were four LEDAC priorities: House Bill No. 11561 on a national disaster risk finance and insurance framework; HB 11563 on a performance measurement system to promote meritocracy in local government; HB 11566 on protecting children on social media and online gaming platforms; and HB 11597 on a comprehensive infrastructure development masterplan.

HB 11561 seeks to establish a framework for disaster risk financing and insurance, while HB 11563 proposes changes to the Seal of Good Local Governance Act to strengthen the measurement of local government performance.

HB 11566, whose authors include the Speaker, Senior Deputy Speaker Ferdinand “Dinand” Hernandez and Majority Leader Ferdinand Alexander “Sandro” Marcos, seeks to establish safety standards and regulatory measures for children using social media and online gaming platforms.

HB 11597 would institutionalize a comprehensive infrastructure development masterplan and establish a Masterplan for Infrastructure and National Development Council. The House also approved HB 10858, the proposed 2027 national budget, alongside measures creating additional trial courts, renewing legislative franchises and addressing local government concerns.

Dy also cited the passage of the Free OFW Financial Education Act and a measure strengthening the law against illegal recruitment, as well as the ratification of the Presidential Merit Scholarship Program and the measure establishing the National Geriatric Center.
