Yamsuan kicks off H.O.P.E. agenda for Parañaque’s 2nd district with B.A.O.N. educational aid program

A week after announcing his Health, Opportunities, Peace and Education (H.O.P.E) platform, Representative Brian Raymund Yamsuan commenced on the delivery of this reform agenda for Parañaque’s 2nd district with the rollout of his Bigay Ayuda at Oportunidad sa Nakababata (BAON) program.

BAON aims to initially benefit 1,000 Parañaque District 2 residents aged 18 years old and above who are enrolled in senior high school, college and the Alternative Learning System (ALS) of the Department of Education (DepEd).

The program provides a one-time P5,000 cash aid for each qualified beneficiary to help cover educational expenses, Yamsuan said.



For academic achievers like Dean’s Listers or those with High Honors, they will receive P10,000 under the BAON program as their reward, he added.

Yamsuan, who currently represents the Bicol Saro Partylist in the 19th Congress, has filed his candidacy on Oct. 1 as an independent bet for Representative of Parañaque’s 2nd District in the May 2025 midterm elections.



“Inilunsad natin ang BAON program bilang tugon sa mga pangangailangan ng mga estudyante sa ating distrito. Bilang isang dating working student, naranasan ko ang hirap ng kawalan ng pambaon at iba pang gastusin sa pag-aaral. Kung maari, ayaw kong mangyari ito sa iba. Ang BAON program ay handog natin sa mga estudyante ng District 2 bilang bahagi ng ating HOPE platform upang hindi sila mawalan ng pag-asa at makapagpatuloy na makapag-aral,” said Yamsuan, a resident of Parañaque’s 2nd District for over two decades.

(We launched the BAON program in response to the needs of students in our district. As a former working student, I experienced not having money for lunch and other school expenses. If possible, I don’t want this to happen to others. The BAON program is our offering for students of District 2 as part of our HOPE platform so that they won’t lose hope and will continue with their studies.)



BAON, which was launched on Oct. 8 through Yamsuan’s official Facebook page, has garnered an overwhelming response from Parañaque 2nd District residents, many of them expressing their thanks for the program’s rollout to help both parents and students cope with rising school costs.

As of Oct. 12, the post has garnered over 1,000 positive comments, more than 3,400 likes, and was shared 780 times.

Among the comments were from Mernalie Docil Gatoc Arendon who said: “Maganda po yong adhikain niyo po Congressman para sa mga studyante yong baon program.kasi po nakaranas din po ako na pumapasok sa school na walang baon dala ng kahirapan pero tiniis ko po na maka graduate po ako kahit high school lang po.kaya natutuwa po ako s mga layunin niyo po para sa mga batang ng aaral my mga anak din po ako nkaranas ng hirap.”

Yamsuan said another key feature of the BAON program is the use of the Internet to facilitate the submission of applications via Google forms, which has helped simplify the process and avoid long queues for the possible recipients.

BAON’s 1,000 student-beneficiaries is just the first batch of Yamsuan’s educational assistance program, which is being implemented in coordination with the Department of Social Weflare and Development (DSWD).

Yamsuan said his office is coordinating with the DSWD for the opening of applications for succeeding BAON beneficiaries.

His H.O.P.E. agenda stands for Health, Opportunities, Peace and Education, which aims to ensure that residents of Parañaque’s ’ 2nd district are 1) provided quality and affordable Health and medical care; 2) equipped with adequate job and livelihood Opportunities to elevate their living standards; 3) assured of Peace and safety in their communities; and 4) guaranteed access to quality Education.
