Kamara sisilipin blocktime, content licensing deal ng ABS-CBN

SINISIYASAT na sa Kamara de Representantes ang operasyon ng ABS-CBN Corp. ng bilyonaryong si Gabby Lopez kung patuloy itong nagbo-broadcast kahit wala nang prangkisa sapul noong 2020.
Ayon kay PhilRECA Party-list Representative Presley De Jesus, sinimulan na ng House Committee on Legislative Franchises ang imbestigasyon sa blocktime at content licensing arrangement ng ABS-CBN.
“The issue before the Committee is whether our franchise laws are clear enough to guide broadcasters, content producers, regulators, and the public,” paliwanag ni De Jesus.
Nais malaman ng mga mambabatas kung ang pinasok na kasunduan ng kompanya sa mga franchise holder ay higit pa sa ordinaryong blocktime deal upang mapahintulutan ang ABS-CBN na umaktong broadcaster “through the backdoor”.
Ipinunto ni De Jesus na ang patuloy na pagpapalabas ng flagship program ng ABS-CBN tulad ng “TV Patrol” at “It’s Showtime” sa mga partner network ay kuwestiyonable.
“There is a concern that the arrangements with ABS-CBN could transcend an ordinary blocktiming agreement where ABS-CBN is no longer just buying airtime but operating as a broadcaster through the backdoor, without a valid franchise from Congress,” diin ni De Jesus.
Binanggit ng kongresista na ipinatawag sa hearing ang mga executive ng ABS-CBN pero hindi sila sumipot kaya posibleng ipatawag uli sila sa susunod na pagdinig.
“But I hope that the decision of the top ABS-CBN executives to skip the hearing is not to show disdain for the congressional body. Otherwise, this may be an affront to the legislating powers of the House of Representatives,” ani De Jesus.
Ipinaliwanag pa ni De Jesus na inaalam na ng komite kung ang mga kasunduang pinasok ng ABS-CBN ay sakop ng mga umiiral na batas sa kondisyon sa prangkisa, tulad ng probisyon na nagbabawal sa assignment, lease, transfer o paggamit ng franchise rights at privileges kahit walang prior approval mula sa Kongreso.
Binanggit pa ng kongresista ang kahalagahan ng imbestigasyon “to ensure they do not effectively undermine the power of Congress to grant and regulate franchises.”
