“400 dayuhang ipinitisyon ng mga pekeng kumpanya, just tip of the iceberg. Audits tuloy ” – Tansingco

NANINIWALA si Bureau of Immigration (BI) Commissioner Norman Tansingco na ang mahigit 400 dayuhan na blacklisted na ng ahensya noong Nobyembre dahil pinitisyon ng pekeng kumpanya…is just the tip of the iceberg.

Sinabi ni Tansingco na nag-usap na sila ni Justice Secretary Jesus Crispin Remulla nitong Lunes upang i-update ang Department of Justice (DOJ) sa nagaganap na imbestigasyon.

“During our initial investigation, at least 40 travel agencies and liaison officers are suspected of being involved in the scheme, and we reported to the SOJ a total of 116 employers found to be fake,” pahayag ni Tansingco.

Noong isang taon, inulat ng BI sa DOJ ang blacklisting ng 459 dayuhan matapos na ibunyag ng audit ng verification and compliance division (VCD) na ang mga nasabing dayuhan ay gumagamit ng pekeng kumpanya sa kanilang 9(g) visa application.

Ang 9(g) pre-arranged employment visa ay requisite para sa isang dayuhan na nagtatrabaho sa Pilipinas.

“Last November, we recommended to the SOJ the cancellation of the visas of these aliens, as well as the issuance of show case orders against those who involved in the application,” ayon kay Tansingco.

“We also recommended the issuance of show cause orders against 4 BI lawyers and the abolition of the Legal Division’s visa task force,” dagdag pa ng BI chief.

Ibinahagi rin ng BI Chief na nakabuo na sila ng fact finding group upang malalimang magsiyasat sa insidente kung saan inuugnay ang apat na abogado ng BI.

Nitong Disyembre ay naglabas ng advisory ang BI na nagsususpinde ng pagtanggap ng applications ng mga kumpanya na may single proprietorship as petitioners.

Ayon kay Tansingco, ito ang resulta ng pag-uusap nila ni Secretary of Justice (SOJ), bilang sole proprietorship ang mga kumpanya ay ginagamit ng mga pasaway na dayuhan. Ibinahagi pa nito na seryoso sila sa pag-a-audit ng visas na inisyu sa loob ng limang taon.

Sinabi ni Tansingco na naniniwala siya na ang paunang findings na isinumite ng VCD is just the tip of the iceberg, at inaasahang nila na marami pang blacklistings na mangyayari sa oras na matapos na ang imbestigasyon.

“Once we discovered the scheme, we immediately informed the DOJ who approved our recommendations,” sabi ni Tansingco.

“As such, we have reorganized the visa-issuance procedures, palit lahat top to bottom, including the procedures in accepting, reviewing, assessing, up until the issuing of the visas. Tingin namin baka abutin ng one thousand or more ang mga foreigners that are petitioned by these fake companies,” dagdag pa nito.

Ayon pa kay Tansingco, hindi siya magdadalawang isip na irekomenda sa Secretary ang pagpapatupad ng administrative disciplinary sanctions laban sa BI personnel na napatunayang may kinalaman sa fraudulent scheme.

Sa ilalim ng batas ng civil service , ang Secretary of Justice ang administrative disciplining authority ng BI employees at personnel.

“Anti-corruption measures has always been on top of our priority list following the many issues that the BI has faced in the past,” sabi ni Tansingco.

“Kaya may mga ganito tayo ngayong auditing. These auditing and investigations are resulting in the uncovering of schemes that could have otherwise grown and festered.
