Ex-DPWH Usec. Bernardo ikinanta: Senador Escudero, ex-Sen. Revilla, ex-Sen. Binay, Cong. Co tumira ng 25% KICKBACK!

INAKUSAHAN kahapon ni dating Department of Public Works and Highways (DPWH) undersecretary Roberto Bernardo si dating Senate president Francis Escudero, Ako Bicol party-list Rep. Zaldy Co, at ang mga dating senador na sina Bong Revilla at Nancy Binay ng pagtanggap ng kickback mula sa mga infrastructure projects.

Ito ang ginawang pagbubunyag ni Bernardo habang binabasa ang kanyang affidavit sa kanyang pagharap sa pagdinig ng Senate blue ribbon committee.

Sinabi ni Bernardo na nanggagaling umano ang kickback ni Co sa pamamagitan ni dating Bulacan engineer Henry Alcantara.

“Engineer Alcantara then told me that Cong. Zaldy Co was asking for a 25 percent commission. Out of that amount, 2 percent was to be shared equally between Engineer Alcantara and myself,” wika ni Bernardo sa kanyang testimonya.

“Furthermore, Engineer Alcantara would tell me every time that he made deliveries of cash to Cong. Zaldy Co in compliance to his commitment,” aniya.

Binanggit din ni Bernardo na kaibigan nila ni Escudero ang campaign donor ng senador na si Maynard Ngu.

Sa kanyang affidavit, sinabi ni Bernardo na si Maynard Ngu, ang campaign contributor ni Escudero at kanilang malapit na kaibigan, ay humiling sa kanya na magsumite ng listahan ng mga proyekto kabilang ang mga nasa Valenzuela at Marinduque, na kalaunan ay isinama sa General Appropriations Act.

“When I gave him the list and in relation to the commitment, I asked him: “Boss, paano to?” Maynard replied: “Bahala ka na.” I asked: “Boss, okay na ba ang 20%”. Maynard said: “Okay.”

“After inclusion of the projects in the GAA, I delivered 20 percent of approximately 800 million or abut P160 million to Maynard Gnu, which was meant for Senator Escudero,” saad ni Bernardo.

“Finally, I would like to add that deliveries of cash were personally made… by me to Maynard Ngu at his office in Manila,” patuloy niya.

Sa pagdawit naman kay dating senador at Makati Mayor Nancy Binay, sinabi niya na tinawagan siya ng pinagkakatiwalaang tauhan ng senador at humingi ng commitment na itinakda sa 15% ng kabuuang mga proyektong nakalista.

“Engineer Alcantara collected the 15% commitment, or about P37 million, which was turned over to me and which I then delivered to Senator Binay at a house in Quezon City,” ani Bernardo.

Sinabi rin ni Bernardo na minsan siyang tinawagan ni Co hinggil kay Alcantara at nais umanong malaman ni Co kung madaling kausap si Alcantara.

“Engineer Alcantara then told me that Cong. Zaldy Co was asking for a 25% commission and of that amount, 2% was to be shared equally between Engineer Alcantara and myself,” wika ni Bernardo.

Dagdag ni Bernardo na sinabi rin sa kanya ni Alcantara na naghatid siya ng pera kay Co bilang pagsunod sa kanyang commitment.

Nagbigay din umano si Bernardo kay Revilla ng listahan ng proyekto noong 2024.

“Senator Revilla asked for a commitment which I suggested and he then approved at 25% of the total amount of the projects indicated in the list,” sabi ni Bernardo.

Aniya, nakolekta umano ni Alcantara ang 25% commitment o humigit-kumulang P125 milyon at sinasabing inihatid ito sa kanya at dinala kay Revilla sa bahay nito sa Cavite.

Idinawit din ng dating DPWH official si Department of Education Undersecretary Trygve Olaivar, na una niyang nakilala noong nagtatrabaho pa si Olaivar sa Senado.

Sinabi ni Bernardo na dating nagtatrabaho si Olaivar kina dating Sen. Ramon “Bong” Revilla at Sen. Sonny Angara bago siya itinalaga bilang Usec. para sa Department of Education.

Noong 2024, humiling umano si Olaivar ng listahan ng mga proyekto para sa mga unprogrammed appropriations na nagkakahalaga ng P2.85 bilyon. Ang kasunduan aniya ay 15 percent commitment.

“Engr. Alcantara from time to time would collect and deliver the agreed 15% commitment to me which I delivered or caused to be delivered to Usec. Olaivar in Magallanes, Makati and other places,” dagdag pa ni Bernardo.

Nabatid na kasama sa mga proyekto ang flood control project sa Bulacan.

Aniya, tinawagan din siya sa isang pulong para sa Unprogrammed Appropriations na sinasabing sa Office of the Executive Secretary na nagpapasumite ng listahan ng proyekto.

“Sometime in 2024, Usec. Olaivar personally called me for a meeting for Unprogrammed Appropriations. Supposedly for the Office of the Executive Secretary. In the said meeting, he requested me to submit a list of projects,” patuloy ni Bernardo.

Samantala, binanggit din ni Bernardo si Commission on Audit Commissioner Mario Lipana, na iniimbestigahan dahil sa pagiging contractor ng kanyang misis sa mga flood control projects.

Sinabi ni Bernardo na hiniling ni Lipana na i-refer siya sa mga opisyal ng DPWH Bulacan first district. Inirefer naman niya si Lipana kay dating Bulacan 1st District assistant engineer Brice Hernandez.

“I have no personal knowledge if they were able to secure a project,” saad ni Bernardo.

Bunsod nito, hiniling naman ni Bernardo na mapasailalim siya sa Witness Protection Program.

Matatandaang inirekomenda ng National Bureau of Investigation ang pagsasampa ng kaso laban kay Bernardo matapos siyang isangkot ni Bulacan first district engineer Henry Alcantara sa nakaraang pagdinig. (Mylene Alfonso)
