“A new and fully-digitalized Bureau of Customs (BOC) by 2027, wherein there will no longer be any human intervention.”

Ito ang diumano ay tinatrabaho sa kasalukuyan ni BOC Commissioner Ariel Nepomuceno, bilang bahagi ng 15 proyekto na plano niyang ipatupad upang matanggal na ang lahat ng oportunidad na nagbibigay-daan lamang sa korapyon.

Sa kanuang pagdalo sa ‘Balitaan’ forum ng Manila City Hall Reporters’ Association (MACHRA), sinabi ni Nepomuceno na ang BOC, sa tulong ng kanyang mga piling tauhan, ay nakagawa na ng mga hakbang na nagpapatunay na ang sistema, gaano man kalalim, ay maari pa ring magbago.



“Napatunayan natin na puwede baguhin ang sistema pero di pa tapos. Until fully-digitalized na ang BOC, tsaka lang tayo ga-graduate,” ani Nepomuceno, kasabay ng pahayag na ang pinakamahalaga sa mga proyektong nakapila ng BOC ay ang Customs Processing System (CPS), na nakatakdang ipatupad sa Hunyo o Hulyo ng susunod na taon sa tatlong Ports muna sa Batangas, NAIA at isa pa sa labas ng Luzon.

“Under the CPS, any form of human intervention will be gone, except for extreme cases, thus:”Wala na dapat kausap na tao, parang ATM. Wala ka kausap, just press what you want to do. Kakausapin mo lang ang bangko pag kinain ang card. Ganun din dapat BOC. Kakausap ka lang sa BOC pag extreme but those cases should be pre-identified. Hindi pwedeng naisipan lang ng BOC at kailangan din ng higher approval and if that happens, me digital footprint na ‘yan, me AI capability,” paliwanag ni Nepomuceno.



Dagdag pa niya: “Once the CPS is in place, those doing business with the BOC will just have to scan the import documents under the digital format allowed, along with bank documents. After submission of the import documents, there will be assessment, payment and then releasing. With the CPS, the BOC chief said importers would not know who to corrupt anymore, adding that the technology for the said system comes from Singapore where it is already being extensively used and where it had been studied as highly-dependable. ”

Ayon kay Nepomuceno, ang technology para dito ay “readily available and is almost ‘plug and play,’ tailor-made for BOC details.”



Nang tanungin kung paano ang budget para sa nasabing sistema, sinabi ni Nepomuceno na ang plano niya, kundi kakayanin ng BOC budget ay maari siyang pumasok sa isang public- private partnership (PPP).

“With the new system, which does away with human intervention, will assure that ‘ “there will be no more delay… kalokohan, na nagpapataas ng presyo sa importation…malaking katipiran. Full loop na ‘yun, available ang technology at ina-adopt na lang natin. Kahit magpaka-bayani tayo araw-araw, pag di na-digitalize, one hundred percent na paulit-ulit lang ang problema,” pagbibigay-diin pa niya. (JERRY S. TAN)
