EX-PRES. GMA NAHAHARAP SA BAGONG KASONG GRAFT

NAHAHARAP ngayon si dating Presidente Gloria Macapagal-Arroyo sa bagong reklamong ‘graft’ at ‘malversation’ kaugnay ng umano’y maling paggamit ng P38.807 billion mula sa Malampaya Fund.

Sa isang statement, sinabi nina National Association of Electricity Consumers for Reforms, Inc. (NASECORE) President Pete Ilagan, at Boses Ng Konsyumer Alliance, Inc. (BKAI) President Roger Reyes na ang kanilang reklamo ay base sa nakuha nilang report ng Commission on Audit (COA) noong 2017, na nagde-detalye ng disbursements ng pondo.

Sinabi sa CoA report na ang national government ay nakatanggap ng P173.280 billion na royalties mula sa petroleum operations ng Malampaya oil at gas wells mula January 2002 hanggang June 2013, kungsaan P38.807 billion ay na-categorize ng COA bilang ‘improper disbursement’ dahil sa hindi pagsunod sa “existing laws, rules and regulations”.

Sa kanilang isinampang reklamo sa Office of the Ombudsman noong Sept. 28, sinabi ng electricity consumer advocates na inabuso ni Arroyo ang presidential discretion na nakasaad sa Presidential Decree No. 910, nagsasabing ang Malampaya Fund ay dapat gamitin sa mga proyektong may kaugnayan sa “exploration, exploitation and development of indigenous energy resources vital to economic growth.”

Sinabi nina Ilagan at Reyes na ang P38.807 billion ay napunta sa iba’t ibang proyekto na hindi naaayon sa sinasabi ng Presidential Decree No. 910.

Kabilang sa mga naturang proyekto ang “Pantawid Pasada Program” at sa transportation, agriculture, calamity, relocation, infrastructure, national security rehabilitation at improvement.

Idinagdag pa nilang “although the disbursements may have served a public purpose, the same ultimately frustrated the country’s drive toward energy independence, leaving the energy consumers at the mercy of a volatile world market and inhibiting economic growth.”
